The Government of the Republic of Zambia (GRZ) through the Ministry of Tourism is implementing the Zambia Green Resilient and Transformational Tourism Development Project (GREAT-TDP) with a financing facility from the World Bank and intends to apply part of these resources contract consulting services for individual Consultants To be part of an Independent Evaluation Panel (IEP) to provide an independent and transparent assessment of Matching Grant Scheme applications and make appropriate recommendations to the Project Steering Committee qualified applicant for consideration to access Matching Grants from three (3) Tourism Destination Areas (TDAs) in Zambia namely Liuwa Plains National Park and surrounding areas, the Source of the Zambezi River (North-West TDA) and surrounding areas, and Kasaba Bay (Nsumbu TDA) and surrounding areas.
The Project Development Objective is to strengthen the enabling environment, access to resilient infrastructure and economic opportunities in emerging tourism destinations in Zambia.
The consulting services (“the Services”) for the proposed assignment include the following:
- To review proposals that are shortlisted after Due Diligence.
- To appraise the proposals based on the evaluation criteria approved by the Project Steering Committee (PSC). Mainly the proposals will be evaluated from the perspectives of:
- Technical and financial innovation, appropriateness of the proposed project cost, alignment with Project Development Objectives (PDO), applicant capacity and financial soundness to manage the proposed project sustainably;
- Potential social impact,
- Technical feasibility and financial viability of the project
- To provide a short assessment summary of each of the projects reviewed with a score secured by each of the projects (marking scores can either be by consensus or marking individually and later averaged); and
- To provide an independent and transparent assessment summary and make appropriate recommendations to the approver.
- To support any technical/project management-related matters as required, and to provide concrete advice on improving the application for resubmission.
- Compile the evaluation report and submit it to the PSC through the PIU in a timely manner.
This assignment is being implemented under Component 1: Enabling environment for the nature-based economy, Subcomponent 1.3. Matching Grants for nature-based activities and businesses.
The duration of the assignment for the GREAT-TDP IEP members will be selected for a time duration (2 years) as determined by the Project Steering Committee and subject to renewal upon mutual agreement. The Government of the Republic of Zambia through the Ministry of Tourism now invites interested and eligible consultants (“Individuals”) to indicate their interest in providing the required services as members of the Independent Evaluation Panel for the Matching Grant Scheme in the three (3) selected GREAT-TDP Project areas of Liuwa Plains National Park and surrounding areas, the Source of the Zambezi River (North-West TDA) and surrounding areas, and Kasaba Bay (Nsumbu TDA) and surrounding areas.
Interested members of the public who wish to be part of the GREAT – TDP Matching Grant IEP will have to submit an Application (Cover Letter) and a Curriculum Vitae, copies of the relevant certificates of the qualifications and self-declaration. The Project Implementation Unit (PIU) will provide the Self-declaration form to declare business interests, confirmation of non-partisan treatment, terms of disqualification in case of conflict of interest, etc.
The shortlisting criteria will be based on:
- A Minimum Qualification of a bachelor’s Degree relevant to Nature Based Activity (NBA) and Nature Business (NBB) and to the sectors or local political economy as well as integrity.
- Significant relevant prior experience in conducting project application evaluations.
- Prior experience and knowledge of the tourism and natural resources sectors in Zambia will be considered a definite plus or advantage in being short-listed.
- A high level of on-the-ground experience in emerging protected area landscapes.

The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations Nov 2020 (Fourth Edition), setting forth the World Bank’s policy on conflict of interest which requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest.
In addition, please refer to the following specific information on conflict of interest related to this assignment:
Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower. Without limitation on the generality of the foregoing, Consultants shall not be hired under the circumstances set forth below:
- A firm that has been engaged by the Borrower to provide Consulting Services for the preparation or implementation of a project (or an affiliate that directly or indirectly controls, is controlled by, or is under common control with that Consulting firm), shall be disqualified from subsequently providing Goods, Works, or Non-consulting Services resulting from, or directly related to those Consulting Services. This provision does not apply to the various firms (Consultants, contractors, or suppliers), which together are performing the contractor’s obligations under a turnkey or design and build contract;
- Neither a Consultant (including personnel and sub-consultants), nor an affiliate (that directly or indirectly controls, is controlled by, or is under common control with that Consultant), shall be hired for any assignment that, by its nature, creates a conflict of interest with another assignment of the Consultant; Section III. Governance World Bank Procurement Regulations for IPF Borrowers
- Consultants (including their experts and other personnel, and sub-consultants), that have a close business or family relationship with a professional staff of the Borrower, or of the project implementing agency, or of a recipient of a part of the Bank’s financing, or any other party representing or acting on behalf of the Borrower, that is directly or indirectly involved in any part of:
- The preparation of the TOR for the assignment.
- The selection process for the contract; or
- The supervision of the contract may not be awarded a contract unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
